INCIDENT NARRATIVE:
Mr. Upshur was operating a 1997 Toyota, which was stopped for speeding on Harrison St.  A check via NJ DMV showed an active warrant in Phillipsburg for Mr. Upshur.  Mr. Upshur was arrested, processed and issued a speeding summons for 36mph in a 25mph zone.  He was released pending court.

INCIDENT NARRATIVE:
While on Patrol, Ptl. Young observed Mr. Pohlman at the Frenchtown Commons.  With the knowledge of an outstanding warrant for Mr. Pohlman, Ptl. Young took Mr. Pohlman into custody.  He was processed then released pending court.

INCIDENT NARRATIVE:
Mr. Rodriguez was a passenger in a motor vehicle that was involved in a motor vehicle accident.  Upon patrol arrival, burnt marijuana was smelled.  Mr. Rodriguez was arrested and charged.  He was released pending court.  Ptl. Grant Korten assisted.

INCIDENT NARRATIVE:
Mr. Bechtold had a FTA warrant from Peapack-Gladstone.  Upon receiving notice Mr. Bechtold came to Police HQ to satisfy the warrant.  After processing and posting bail, Mr. Bechtold was released pending court.

ARRESTED:  Kelly Wicks, 49 YOA, Frenchtown, NJ
INCIDENT NARRATIVE:
On June 3rd patrol was called to a residence on Harrison Street for a report of a subject being there to whom notice was given forbidding him from being there.
Mr. Wicks was arrested and charged with Defiant Trespass.  He was released pending court.  Ptl. Dan Titen assisted.

INCIDENT NARRATIVE: 

During a motor vehicle stop which took place during the Distracted Driving Grant, Eric was found to be wanted by New Jersey Parole on a violation of Parole with no bail.  Eric was transported to Hunterdon County Jail.

ARRESTED:  Daniel Pfefferle, 56 YOA, Easton, PA

INCIDENT NARRATIVE: 

During the Distracted Driving Grant, the above was stopped for speeding on Trenton Ave, 42mph in a 25mph zone.  A check through DMV revealed Daniel was wanted on a warrant from Union Twp. Court; Daniel was arrested and also charged with speeding.  He was released pending court.

ARRESTED:  Njilan Ndure, 29 YOA, East Brunswick, NJ

INCIDENT NARRATIVE: 

Ms. Ndure was stopped on a random license plate check.  A check through NJ DMV revealed that Njilan was wanted on a warrant out of Carteret, NJ.  Njilan was arrested, charged with warrant contempt of court and driving with an expired license.  She was released pending court.

ARRESTED:  Rachel Fister, 22 YOA, Upper Black Eddy, PA

INCIDENT NARRATIVE: 

During the Distracted Driving Grant patrol stopped a green Infiniti on Bridge Street as Ms. Fister was observed not wearing her seat belt.  A check through NJ DMV revealed Rachel to have a suspended driver’s license and a warrant from Raritan Twp. Municipal Court.   Rachel was arrested, posted bail, charged with not wearing her seat belt and operating a motor vehicle while DL is suspended.  She was released pending court.

INCIDENT:  MV Violations and Warrant

ARRESTED:  Andrea M Underwood, 27 YOA, Ewing, NJ

INCIDENT NARRATIVE: 

Patrol was conducting radar operation along with random license plate checks on Trenton Ave. where a vehicle being operated by Ms. Underwood was noted as being unregistered.  After the vehicle being driven by Andrea, a 2013 Dodge, was stopped a DMV check revealed an active warrant in South Brunswick.

Andrea was arrested and charged with warrant and Driving while suspended, failure to exhibit insurance card and unregistered motor vehicle.  Andrea was subsequently turned over to South Brunswick Police Dept.

We would like to make everyone aware of a scam going around Facebook involving a Lowe’s gift card and a mail scam involving the winning of some sort of contest where a check is sent  to cover “taxes” etc.  The letter instructs the person addressed to cash the check and send a specific amount to a representative.  Do not under any circumstances cash the check, it will initially go through but then will bounce and the funds will be taken out of your account.  The Lowe’s card scam involves a questionnaire, however, the company is not affiliated with the coupon, and notes that it is a phishing scam aiming to gather customer’s personal information.  (Please see below examples).  If you have any questions, please contact the Frenchtown Borough Police at 908-996-4820.

Incident: Possession u/50gr marijuana, speeding

Arrested: Justin Fox, 21 YOA, Hamilton NJ and Jesus Rivera Jr., 24 YOA, Hamilton NJ

Incident Narrative: Patrol stopped a 2006 Chrysler Mini Van traveling 44 mph in a 25 mph zone. An odor of raw marijuana was detected and a subsequent search revealed marijuana u/50 gr. Both men were arrested and charged with possession of marijuana u/50 gr. Jesus, being the driver, was also issued a summons for speeding. Both men were ROR pending court.

Incident Narrative:

After a social media post referencing Drexcella writing worthless checks in the Borough and her being a Hunterdon County Fugitive of the week was brought to our attention, Drexcella was taken into custody at the general store.

It was determined at that time Drexcella had turned herself in on the Coutny charges.  We established an active warrant out of Lawrenceville NJ.  Drexcella was charged as a wanted person and she was turned over to Lawrenceville Police.  We thank all who supplied info via social media, which shows we can all work together and as such this matter was resolved within 24hrs.

Incident Narrative:

On the above date Mr. Gonzalez Jr. was stopped for speeding, 61 mph in a 35 mph zone on Everittstown Hill Road.  At that time Mr. Gonzalez was found to be in possession of marijuana u/50gr.  Mr. Gonzalez was arrested and charged with Poss. of marijuana u/50gr, speeding, operating a motor vehicle while drivers license is suspended and unlicensed touring privileges.  Ptl. Grant Korten assisted.  Mr. Gonzalez was released pending court.

Please be advised, this police dept. was called to lower 7th street on Monday January 23rd for a report of a sick Raccoon.  The officer noted the animal displaying behavior consistent with the animal being sick and dispatched the animal at that time.  The animal was properly disposed of.  There was no indication that this Raccoon had contact with any domestic animals.

INCIDENT: Possession of handgun, possession of hollow point bullets, possession U/50gr Marijuana.

OFFICER: Ptl. Robert Young

ARRESTED: Jaquan Kyvon Charles, 23 YOA, Chesterfield, VA

INCIDENT NARRATIVE: Ptl. Young stopped a white 2017 International Truck for being overweight passing through the school zone on Harrison Street. Upon approaching the vehicle, Ptl. Young detected a strong odor of burnt marijuana emitting from the cab of the truck. The driver, Jaquan, admitted to eating the marijuana cigarette upon being stopped, and that he had a handgun in a bag alongside of him.   Jaquan was removed from the vehicle. The handgun was located and removed; same was identified as a Smith & Wesson 9mm, with a loaded magazine with hollow point bullets. Consent to search found ammo for additional weapons which were not located. Also located was marijuana U/50gr.

Jaquan was arrested and charged with:

  1. Operating a vehicle on a restricted roadway.
  2. Possession of a handgun
  3. Possession of hollow point bullets
  4. Possession of marijuana U/50gr

Bail set at $25,000, 10%. Jaquan posted bail and was released pending court.

We have been asked by many about what happened on the bike path late yesterday afternoon, just outside of Frenchtown. I have spoken with NJSP who responded to a report of a 61 YOA male being robbed , who sustained a stab wound and was flown out by helicopter. Description of suspect is a 31 YOA white male. This is being investigated by the NJSP. At this time it is unknown what actually took place.
Still utilize the bike path, continue to be aware of your surroundings and if you see anything suspicious call the police.

Incident Narrative:
Ptl. Young observed Mr. Baber consuming an alcoholic beverage on River Road.  A check through DMV for active warrants showed Mr. Baber wanted on a failure to appear in Raritan Twp.  Mr. Baber was processed and also charged under local ordinance with possession of an open container.  Mr. Baber was released pending court.

Incident Narrative:
Officer Young conducted a motor vehicle stop on a white van with a rear brake light out.  A DMV check on Mr. DaPolito showed an active warrant for failure to appear out of Sayerville Borough for $750.00.  Subject was processed and released pending court.

Incident Narrative:

While conducting Click it or Ticket enforcement, Ptl. Young observed a 2005 Hino box truck traveling northbound on Everittstown Road with occupants not wearing their seatbelts.  The vehicle was stopped, at which time the officer detected the smell of burnt marijuana.  All occupants were requested to exit the vehicle, during which time the above mentioned subjects were fount to have been smoking marijuana.  All three were arrested and transported to Police Headquarters for processing.  Mr. Galbraith was charged with Poss. U/50 grms.  Mr. Montrose and Mr. AmerQuita were both charged with Poss. U/50 grms and Poss. of Drug Paraphernalia.  All 3 were released pending court.

Incident Narrative:

On the above date at around 5:30 hrs, Ptl. Robert Young was greeted at the door by the above, who was homeless and looking for a shelter.  A background check was conducted at which time Mr. Maldonado was found to be wanted in Plainfield NJ on a Failure to Appear warrant, charge of Criminal Mischief.  Subject was transported to County Jail as there was no bail.

Incident: Simple Assault and Violation of Temporary Restraining Order

Arrested: Kelly Wicks, 48 YOA, Frenchtown, NJ
Incident Narrative:
On May 3, 2016 Ptl. Murphy responded to 407 Harrison St. for a report of an assault.  Kelly was arrested for simple assault upon his girlfriend.  Milford/Holland Rescue Squad responded and treated her on scene as she refused to be transported to HMC.  Bail was set at $1000, Kelly was transported to the county jail.
On May 12, 2016 Kelly was again arrested for violating the Temporary Restraining Order, was charged, bail was set at $2500 full, no 10%, Kelly was then taken to the County Jail.

Incident Narrative:

On 3/1/2016, the above was stopped for speeding, 42 mph in a 25 mph zone on Milford Rd.  A check via DMV, revealed that Terrence’s drivers license to be suspended, along with an active criminal warrant out of Pemberton, NJ, bail set at $250.00.  Terrence was arrested, also charged with speeding, operating a motor vehicle with a suspended license and being unlicensed.  After posting bail subject was released pending court.

Incident Narrative:

On 3/6/2016 the above was stopped for not stopping at the intersection of Race St. and Kingwood Ave.  At that time Ptl. Young detected an odor of burnt marijuana.  At this time Jeffrey was placed under arrest.  A search of his vehicle resulted in Jeffrey being charged with Poss. of marijuana u/50gr and Poss. of drug paraphernalia, along with motor vehicle offenses of failure to stop at an intersection, failure to wear a seatbelt, failure to exhibit a drivers license and failure to exhibit an insurance card.  Jeffrey was released pending court.

Incident: Driving While Intoxicated

Incident Narrative:

On the above date, Patrol was advised of a possible intoxicated driver travelling westbound on Kingwood Ave.  Police observed the reported vehicle, a silver station wagon, pull into Kathees General Store and stop.  Police approached the vehicle and found the driver passed out, foot on the brake, while the vehicle was in reverse.  The driver was subsequently arrested after failing field tests.  He was charged with DWI, failure to give breath test, reckless driving and failure to exhibit an insurance card.  Due to his state of intoxication he was transported to HMC.  Pending Court.

Incident Narrative:

On the above date, Police responded to Frenchtown Commons for a noise complaint.  Michael tried to run from the apartment and was apprehended.  A wanted persons check revealed 2 active warrants (1) from Raritan Twp. for Domestic Violence Simple Assault and (1) from Flemington Borough, ordinance for open container.  Subject posted bail and was released pending court.

Incident Narrative:
While conducting traffic enforcement on Race St., a gold Saturn was observed not stopping at the traffic light, same was stopped and was being operated by Jeffrey Coley. At this time Jeffrey was found to have been ingesting marijuana as there was a strong odor emitting from the vehicle. A small amount of marijuana was found, subject was arrested and charged with Poss. U/50gr marijuana, Poss. drug paraphernalia, not wearing a seatbelt, no drivers license in poss., failure to stop and no insurance card in poss. Released pending court.

Incident Narrative: Patrol stopped a truck on Harrison St. for being over the weight limit. Mr. Corado was operating the vehicle, a check through DMV showed Mr. Corado had an active motor vehicle warrant in Trenton. He was arrested, posted bail and was also charged with local ordinance for operating a truck on a restricted roadway. He was released pending court.

Incident Narrative: Police were dispatched to the Frenchtown Commons for a report of individuals in one of the apartments, from which they had been previously removed and told not to return. Both individuals were found in the apartment, which was in deplorable condition. Both were arrested and charged with Defiant Trespass. They were released pending court.

Arrested: Michael Geissler, 39 YOA, Frenchtown NJ
                  Brian Carvatt, 28 YOA, Glen Gardner NJ
On Thursday December 24, 2015, Chief Kurylka recognized Michael Geissler as a passenger in a motor vehicle, with knowledge of him being wanted.  Chief Kurylka and Ptl. Robert Young stopped a 2001 Toyota, Michael was arrested as a wanted person from Essex County, on a warrant for Possession of Dangerous Drugs, with no bail.  There was an additional warrant from Clinton Twp. for possession of Drugs.  The passenger, Brian Carvatt, was arrested and charged with possession of 17 decks of Heroin, Possession of Marijuana U/50grs, Possession of Drug Paraphernalia.  Both suspects were lodged in the Hunterdon County Jail.  Michael will be taken to Essex County, Brian’s bail was set at $15,000.00 full by Judge Novak.

Ptl. Young stopped a 2011 Subaru after a random plate inquiry via DMV, which showed the vehicle to be unregistered.  Ptl. Young detected the odor of burned marijuana emitting from the vehicle during the stop.  A search of the vehicle revealed a container with 21 grms of marijuana.  Brittany was charged with possession of marijuana u/50 gr in a motor vehicle and unregistered vehicle.  Brittany was released pending court.

We would like to make Frenchtown Residents aware that recently in the overnight/early morning hours there have been vehicles in town forcibly broken into and items taken. As we have noted before, always ensure that your vehicles are locked and don’t leave anything of value in your vehicles. Incident: Wanted Person’s and Wanted Endangered

Arrested:  Deshawn Spears, 45 YOA, Trenton NJ; Donnie Hightower, 57 YOA, Trenton NJ; Tony Williams, 47 YOA, Trenton NJ.

While conducting radar on Everittstown Hill, Ptl. Young stopped a box truck travelling southbound on Everittstown Hill Rd at 38 mph in a 25 mph zone.  A DMV and N.C.I.C. check revealed that the driver, Deshawn Spears, was wanted by Trenton on a contempt warrant, Donnie Hightower was wanted as a Fugitive from Justice, wanted in PA for theft and a warrant from Trenton, and Tony Williams, was wanted on 6 warrants from Trenton and was also entered as a Wanted/Endangered person.

All 3 were taken to Hunterdon County Jail.

It has been brought to our attention that the IRS Telephone Scam is back.

As per an article posted on Yahoo Finance by FINRA:

The fake tax collectors waste no time working to establish credibility. Impersonators use fake IRS badge numbers and caller ID numbers that are altered to look like they are from the IRS. In recent months, the impersonators have started to mail or fax official-looking “IRS” documents to people they have spoken with, hoping to trick them into sending money. Scammers may also try to trick you into providing personal information, which they can then use to file fake tax returns in your name to obtain and pocket a refund.

IRS impersonators use other tactics to build credibility. For instance, they might demand the name and contact information of your lawyer. The fake tax collectors know that you likely don’t have an attorney, but their boldness in demanding this information makes them appear to be in a position of authority, which in turn adds to their credibility.

What you should do:

Be skeptical of any unsolicited callers claiming to be from the IRS, and do not return the call if the scammer leaves you a voice message. As the IRS makes clear, it never calls taxpayers and demands that they wire or send money—instead the IRS sends a written notification of any tax due through the U.S. mail.

In addition, the real IRS will not:

• Demand that you pay taxes and not allow you to question or appeal the amount that you owe.

• Require that you pay your taxes a certain way, such as with a prepaid debit card.

• Ask for credit or debit card numbers over the phone.

• Threaten to bring in police or other agencies to arrest you for not paying.

After you hang up, if you feel the need to double check, call 1-800-366-4484 to determine if the caller is an IRS employee with a legitimate need to contact you. If the person calling you is an IRS employee, call them back. If not, report the incident to the IRS and to Treasury Inspector General along with the phone number that you may have retrieved during the call.

During Riverfest William Quinn was riding his bicycle on the sidewalk off of Trenton Ave., a Delaware River Tubing bus traveling North-bound struck Mr. Quinn in the back shoulder area and head with the right side mirror, Mr. Quinn then fell into the roadway. Milford Rescue Squad transported Mr. Quinn to a hospital in Trenton. Later that day we learned that the injuries sustained are minor.

On Patrol, Ptl. Young and Ptl. Nammoura conducted a motor vehicle stop on a 2010 Toyota SUV on River Road, resulting in the arrest of Gregory Decker, charged with (1) Possession under 50gr marijuana (2) Possession drug paraphernalia, John Burt was charged with (1) Possession under 50gr marijuana.  Both R.O.R pending court.

Incident: Aggravated Assault on a Police Officer, Resisting Arrest, Terroristic Threats and Burglary.
Officer: Patrolman Paul Murphy
Arrested: Elliott Rose, 21 YOA, Frenchtown, NJ
Patrol was dispatched on the above noted date for a Burglary in progress.  Ptl. Murphy arrived and found Elliott Rose bleeding from the head.  Ptl. Murphy attempted to render first aid at which time Elliott became combative, and also at one point locking himself in a bedroom.  Upon getting backup from the NJSP, subject was removed from the bedroom, at which time Elliott continued to be combative.  Once restrained an ambulance was requested to transport Elliott to Hunterdon Medical Center for a large head wound.  A second ambulance was requested to transport Ptl. Murphy to Hunterdon Medical Center for a shoulder injury.  Numerous Law Enforcement Agencies responded to assist.  Bail has been set at $50,000.00, full no 10%.  This is an active investigation with additional charges pending.

Logan D. Soja, 20, of Frenchtown, was arrested after a joint investigation revealed he allegedly engaged in sexual acts with a teen between the ages of 14 and 15 on at least two occasions, Hunterdon County Prosecutor Anthony P. Kearns announced in a press release issued this morning.

The investigation showed that Soja reportedly utilized social networking to contact his victim. Soja was was charged with second degree sexual assault and third degree endangering the welfare of children.

The investigation is continuing as there may have been other children he had contact with through social networking. He was arrested on April 28. Soja had previously been arrested for similar crimes in February.

“Social media is a common activity for children, but as parents we need to be vigilant, monitor their online use, and be cognizant of the potential dangers,” Kearns stated. “Crimes involving children are a serious offense, if found guilty the defendant can be sentenced to five to 10 years in prison for the second degree charge.”

State Superior Court Judge Angela Borkowski set bail at $150,000. Soja was subsequently lodged in the Hunterdon County Jail awaiting a first court appearance.

This investigation is ongoing and anyone with additional information is requested to contact the Hunterdon County Prosecutor’s Office Special Victims Unit at 908-788-1129.

The joint investigation was announced by Kearns and Chief of Detectives John J. Kuczynski, Frenchtown Police Chief Al Kurylka, and New Jersey State Police Kingwood Station Commander Lt. John Beyers and involved the Hunterdon County Prosecutor’s Office Special Victims Unit, the Frenchtown Police and the New Jersey State Police Kingwood Station Detectives.

On May 27, 2015, Harrison S. Christopher (21 year old male from Frenchtown, NJ) was arrested by Officer Young on an active warrant. After posting bail, he was released, pending court.

On May 25, 2015, Officer Kohler responded to the rear of the Frenchtown Commons for a reported brush fire. Smoke was visible, with the only access by the Frenchtown Roller Rink. The Frenchtown Fire Dept., with the State Forestry Unit, located and extinguished the fire. The Forestry Officer determined the cause as unattended camp fire, which set the brush fire. 

On May 19, 2015, during Click It or Ticket It, Officer Young stopped a Pennsylvania registered vehicle, with Jesse Weaver (25 year old male from Quakertown, PA), the passenger, not wearing his seatbelt. A check through DMV and NCIC showed him as being wanted in Pennsylvania for DWI charges in Bucks County. Jesse was arrested and charged with Fugitive from Justice, not wearing a seatbelt and transported to the Hunterdon County Jail to await extradition. 

On May 19, 2015, Officer Kerry stopped a Pennsylvania registered vehicle for speeding on Everittstown Hill Road. The vehicle was operated by Thomas Ceneviva (53 year  male from Souderton, PA). A DMV check showed him to be suspended and wanted on a traffic warrant in Camden County. Thomas was arrested, charged with Driving while Suspended, a MV warrant. He posted bail, was released and pending court.

 On 5-8-15, Patrolman Robert Young observed Harrison Smith Christopher (21 year old male from Frenchtown, NJ) throw a lit cigarette from his bicycle. He was stopped and found to have an active warrant from a traffic violation. He was arrested, charged under Local Ordinance for littering and posted $1500.00 bail on traffic warrant, pending court.

On 5-8-15, it was brought to the Frenchtown Police Departments attention that borough residents (elderly) have been receiving phone calls from an unknown male, stating that you have won 9 million dollars in the Mega Millions lottery. They request you send in x amount of money via Western Union to an unknown source. They then will meet you at the bank and give you your winnings. THIS IS A COMPLETE SCAM!!!! Never send any money to an unknown source, always contact the police.

On 4-30-2015, Patrolman Robert Young was dispatched for a report of a suspicious male behind the Edith Ort Elementary School. The subject matching the description was located at the Frenchtown IGA. The subject was identified as Eugene Firman, 67 year old male from Upper Black Eddy, PA. Eugene was found to be in possession of an open container (beer) and was charged with Borough Ordinance, pending court.

On Tuesday, April 21, 2015, Patrol Officer Kohler stopped a 2011 Infiniti on Everittstown Hill Road, driven by Daniel E. Cassell (49 year old male from Perkasie, PA) for speeding. In the glove box was an unloaded 45 caliber Taurus handgun. Mr. Cassell does have a permit to carry, which is only valid in Pennsylvania. Mr. Cassell was arrested and charged with Unlawful Possession of a Firearm, speeding 53 mph in a 35 mph zone and released ROR, pending court.

On Wednesday, March 18, 2015 Patrol Officer Young conducted a motor vehicle stop. While conducting his interview, he discovered the passenger, Mr. Akram Reid, age 23, had three outstanding warrants for his arrest, one out of Cranford and two out of Roselle. All three warrants totaled $900. Mr. Reid was taken into custody and turned over to Cranford Police Department.

On Tuesday, March 24, 2015, Frenchtown Police were alerted to an aggressive driver in the area. A short time later, Frenchtown Officer Robert Young Jr. observed this vehicle. Upon stopping this vehicle, the operator was identified as a Mr. Qadira Maan. Further investigation disclosed several outstanding warrants for Mr. Maan, as well as he was operating this vehicle while under the influence of alcohol.

Mr. Maan was taken into custody and charged with driving while under the influence and the four outstanding warrants out of Woodbridge, East Brunswick, Milltown Borough, and Palisades Interstate. All warrants totaled more than $7000. Mr. Maan was lodged in the Hunterdon County Jail.

On Sunday, March 22, 2015, Patrolman Robert Young Jr. responded to the Frenchtown IGA for a reported theft. Upon arrival, patrol met with a 91 year old female, who related that an unknown subject pulled her purse off of her shoulder and took off running. There was a witness who took off after the suspect. A search of the area was with negative results. The victim was not hurt and the total dollar amount in the purse was $20.00.

Description of the suspect is as follows: White male, dark blue jeans, green sweat jacket with hood on his head, 5′ 10″, 170 lbs, 19-20 years of age, slim build with no facial hair. If anyone has information, please contact the Frenchtown Police at 908-996-2341. The Hunterdon County Crime Stoppers have posted a $500 reward for information leading to the arrest and conviction of this suspect.

Summons:  Giovanni Balena, 23yoa, Frenchtown NJ

At 1:50PM patrol was detailed to investigate a 1 car MVA. Giovanni was operating a 2007 Chevy Van NB on Trenton Ave, when he lost control of his vehicle, due to falling asleep, struck some street signs on the Eastside of Trenton Ave, crossing back over Trenton Ave, striking a large boulder on the Westside, causing damage to properties on both sides of the road. Giovanni refused medical treatment, issued a summons for careless driving.

Patrol responded to the National Hotel at 5:40pm for a reported fight. Upon arrival found that there was no fight, was advised by the owner, Pete D’Costa, that Jonathan has been told in the past not to return to the Hotel. Jonathan was arrested, charged with Defiant Trespass, released pending court.

Incident:  Vehicle into a building

On 7-25-14 at 3:30PM patrol was dispatched to the parking lot behind the Frenchtown Pharmacy, reported vehicle into the building. Investigation revealed, vehicle was being operated by Nancy Roselli, 63yoa, Frenchtown was operating a 2002 BMW, upon backing up striking a Stem Brother’s parked vehicle, then accelerated forward striking the rear wall of the Frenchtown Pharmacy, causing moderate damage. Mrs. Roselli refused medical treatment after being checked by the Milford-Holland-Frenchtown Rescue Squad. Mrs. Roselli was issued a summons for careless driving.

Patrol received a report of a male consuming alcohol on the bike path, found Eugene, who was checked via NCIC, found to be a fugitive from justice in PA on a Contempt of Court for DWI. Eugene was taken to the Hunterdon Co Jail for extradition.

Arrested:  Justin Lee Carter, 21yoa, Frenchtown NJ   3:02PM

Patrol were alerted to the bike path behind 62 Trenton Ave for a report of a unconscious male. Arrived and found the above to be conscious and highly intoxicated. Squad was alerted to check out Mr. Carter. Patrol learned that Mr. Carter was operating his lawn tractor on the path when he passed out and fell off of same. After refusing treatment, exhibiting no signs of injury, he was arrested for DWI, subject breath test was 2 1/2 times higher than the legal limit. Mr. Carter was charged with DWI and Careless Driving. Pending Court.

The owner of the National Hotel (Pete Lacosta) reported receiving a phone call from a subject named Jason who represented himself as a bill collector for JCP&L and requested that Mr. Lacosta to open a new account in order to pay his bill, when Mr. Lacosta began questioning (Json) he hung up. Mr. Lacosta reported this phone scam to JCP&L. Investigation is being conducted by Patrolman Matthew Kelly.

At 10:30 AM, patrol was detailed to Front & Lott St for a reported MVA. Investigation revealed that a tractor/trailer being operated by William Townsend, 44yoa. Horsham PA, struck a stone wall while making a left turn, part of the wall became stuck under the trailer, being dragged approximately 100 feet. No injuries. Mr. Townsend was issued a summons for improper turn.

On March 14, 2014 the New Jersey Society for the Prevention of Cruelty to Animals (NJ SPCA) received a call Animal Control Solutions requesting assistance at a property located in Frenchtown, New Jersey. The NJ SPCA’s investigation, which was conducted jointly with the Frenchtown Police Department, resulted in the discovery of three (3) dead animals, a hoarding situation involving thirty (30) live animals and six (6) counts of animal cruelty against three (3) individuals.

“This is yet another animal hoarding case involving the discovery of dead animals, multiple live animals in a very poor condition and living conditions not appropriate or safe for humans,” said Rick Yocum, president, NJ SPCA. “Unfortunately, this kind of case is becoming was too common. More importantly, this situation could have been avoided completely by simply picking up the phone or reaching out to an organization like the NJ SPCA and asking for help.”

Yocum explained, when the NJ SPCA arrived at the Frenchtown home, Eva L. Petschauer, 61, owner of the home gave NJ SPCA Officers her consent for a voluntary search. The home was found in beyond deplorable conditions with feces and urine in every room. Two (2) sheep and one (1) lamb found deceased in the shed on the property. There was no source of food or water located on the property. Water tubs on the property were found completely frozen. Ms. Petschauer resided in the home with her two daughters, Jesica Powylan-Petschauer, 25 and Kristina Powylan-Petschauer, 18.

According to Yocum, “A total of thirty live animals were removed from the property – twenty two (22) dogs, one (1) cat, six (6) sheep and one (1) goose. All animals were transported to the Hunterdon Humane Animal Shelter and treated by Dr. Chad Tindall. One (1) dog suffered serious bodily injury with required that its right eye be removed due to an untreated case of glaucoma. All domestic animals were infested with fleas, matted hair, untrimmed nails, round worms, hook worms and skin infections. Several dogs had ear infections; one so severe the dog is now deaf. All the animals have been treated and most have healed. The majority of the animals have been adopted and the remaining animals well be up for adoption at Hunterdon Humane Animals Shelter’s adoption day on April 12th.”

“While this was a very sad case of animal cruelty, I am pleased that we were able to work in partnership with the NJ SPCA and deal with the situation head on by removing the animals from harms way and doing our best to help the family refocus their efforts and improve their quality of life,” said Chief Allan W. Kurylka, Frenchtown Police Department. “We will continue to work together to follow case through.”

Eva L. Petschauer, Jessica Powylan-Petschauer and Kristina Powylan-Petschauer were each charged with two (2) county of animal cruelty, resulting in a total of six (6) animals cruelty charges in this case. Each individual could face up to $2,00 in fines and/or up to 6 months in jail and/or community service. The NJ SPCA is recommending a minimum of a 15 year ban on contact with animals in the State of New Jersey. A court date of April 16th at 10:00am located at Joint Court of Delaware Valley in Frenchtown.

Patrol responded to the Frenchtown IGA for a reported subject shoplifting. Arrested John Ubel who was purposely concealing items totaling $8.16. Mr. Ubel was arrested during which time he would not follow Patrolman Volls directions. Along with shoplifting he was also charged with resisting arrest, pending municipal court.

Municipal Court for failure to appear, bail set at $300.00.  Subject was arrested, processed, posted bail and was also charged with Town Ord. operating on a restricted roadway.

Incident:  Subject shooting a rifle

Police were dispatched to a report of a subject discharging a rifle from a second floor window. Investigation by Ptl Matthew Kelly revealed Andres Barragan, 40yoa was shooting squirrels with a scoped 177 Caliber rifle, pellets where located imbedded in the neighbors barn. This rifle and pellets where confiscated and Andres was arrested and charged with unlawful possession of a weapon. Assisting with the investigation is Officer Brice Paey of the New Jersey Fish and Wildlife.

A DMV check showed active warrants, (1) Town of Clinton for Failure to Appear, bail $550.00 and (1) Kingwood Municipal Court for Failure to Appear, bail $250.00. Salvatore was arrested and lodged in the Hunterdon County Jail.

Enrique was unable to post bail, committed in default to the Hunterdon County Jail. Also charged with cell phone violation.

He was arrested, charged as a fugitive from Justice, committed w/o bail and awaiting extradition in the Hunterdon County Jail.

David Voll stopped a 2004 Nissan for speeding on Everittstown Hill Rd., found Patricia was operating the vehicle, a DMV check showed one (1) active warrant (FTA) in Flemington Municipal Court for $550.00, and her driving privilege in NJ is suspended. Patricia was arrested and charged with FTA warrant, driving in NJ with suspended license, failure to have child in restraint system. After posting bail, released pending court.

On 11-1-13 Emma Snyder was extradited from PA after serving 17 months on a unrelated charge. Lodged in the Hunterdon County Jail on an outstanding warrant, Ms. Synder was changed with (1) Wrongful Impersonating, (2) Theft by Deception. Bail set at $15,000, this was an active investigation from 2012.

The above 3 individuals have been charged with a total of 54 vehicle burglaries and thefts. A large volume of stolen property has been recovered, which has been matched up to the respective victim loss report. All the victims will be contacted to come to police headquarters to view and identify their property. As this was a multi-jurisdiction investigation. Prosecutor Anthony Kearns will be releasing a press release.
On Saturday, August 31, 2013, Patrolman Edward Krutsick was detailed to investigate a reported vehicle into a telephone pole on Harrison Street. Driver of the 2007 Toyota stated he was southbound on Harrison Street when he went to take a drink of coffee and veered off the road, striking the pole. Driver of vehicle, Leandro Ferreira-Inda, 46 year old male from Allentown, PA was issued a summons for careless driving.
On Wednesday, August 21, 2013, Patrolman Paul Murphy was detailed to Design Plan for criminal mischief and found that during the evening hours, someone had removed their mailbox. Four other residents reported same or damage to their mailboxes. Investigation to continue.
On Friday, August 9, 2013 8:10pm, Patrolman David Voll was issuing a parking ticket to a 2000 Ford wagon when he was approached by the owner, Jacquelin Sciotto , a 25 year old female from Asbury, NJ. At this time, a check of the registered owner showed an active contempt warrant out of Franklin Township Municipal Court. Jacquelin was arrested, posted bail in the amount of $89.00 and then released.
On Saturday, August 10, 2013 at 11:53 pm, Patrolman Kelly responded to the Homestead House (602 Harrison Street) for a report of bleach in someone’s eyes. Upon arrival, Ptl. Kelly met with employee, Danielle Poole, who stated she was mixing Lime Away with Bleach when it erupted, causing same to splatter on her face. The Homestead House was evacuated. Three residents had to be transported to Hunterdon Medical Center.
On July 24, 2013, Ptl. Murphy attempted to arrest Rashawn Gaines Jr.(22 year old male, Frenchtown, NJ)on a Failure to Appear warrant, when Rashawn fled on foot. On Friday, August 2, 2013, Ptl. Kelly observed Rashawn at Kathee’s General Store, where he was arrested without incident and taken to the Hunterdon County Jail. Bail set at $2500.00, no 10%. Rashawn was charged with resisting arrest and eluding.
On Saturday, August 3, 2013, Ptl. David Voll arrested Lauren Atkinson (41 year old female Frenchtown, NJ). Lauren was charged with 2 counts of Failure to Appear warrants, one from Mahwah Twp., NJ and the other from North Hunterdon Municipal Court, NJ. Lauren posted bail and was released.
On Saturday, August 3, 2013, Ptl. Voll and Ptl. Kelly, along with the Hunterdon County Prosecutor’s Office Identification Unit, investigated 19 reported car burglaries and thefts. At this time, there are 10 residents who filed reports. These vehicles were all found to be left unlocked and entered during the early morning hours of August 3, 2013. All of these vehicles were in the area of Hilltop Avenue and Ridge Road. Items that were taken consist of cash, tools, a pocketbook, credit cards, checkbook, etc. Other towns have also had the same incidents occur, which is all related.
On or about July 19, 2013, Ptl. David Voll responded to Napoli Pizza on Kingwood Ave. for a reported act of criminal mischief. A hole was found in the window from a projectile, damage in the amount of $1000.00. On Wednesday, July 24, 2013, a 16 year old male from Stockton, NJ was arrested and charged. He was then released to his father.
On July 23, 2013, Ptl. Paul Murphy responded to the River Road parking lot for a report of criminal mischief. In 3 areas, someone had drawn 3 swastikas, which appear to have been drawn with some type of liquid. These markings were covered with black spray paint. Investigation to continue.
On Sunday, July 21, 2013 at approximately 2am, Ptl. Murphy was conducting traffic enforcement on Race Street when he observed a white Kia fail to stop at the intersection of Race Street and Kingwood Avenue. Upon stopping this vehicle, the driver, Thomas Hamberger (19 year old male from Upper Black Eddy, PA), was subsequently arrested for (1) Driving under the influence, (2) Refusal to give breath samples, (3) Operating a motor vehicle under the influence by a minor, (4) Reckless driving, and (5) Failure to stop. He was later logged in the county jail on charges from the New Jersey State Police.
On Tuesday, July 9, 2013, Ptl. Paul Murphy issued a summons to Raymond Gragon (53 year old male), driving a tractor trailer that made a left turn onto 2nd Street, hitting & striking a retaining wall while attempting to make a right turn onto Harrison Street. He knocked down the street and stop sign. He was issued a summons for being on a restricted road, over 6 ton limit.
Also, on Tuesday, July 9, 2013, Ptl. David Voll was alerted to respond to 12th Street for a 29 year old female, who ran from a house and jumped into the river. A short time later, she was located in the river by South Washington Street. Firefighter Steven Long went into the water and was able to physically control and remove her from the river. The female was then transported to Hunterdon Medical Center for evaluation.

Friday, July 5, 2013, Ptl. Voll was conducting traffic enforcement on Race Street when he observed a black 1999 Jeep pass by. He observed the driver, Peter Korpalo (26 year old male from Milford, NJ) on a cell phone. Upon a DMV check, Peter had a warrant out of the Town of Clinton court. Peter was arrested and posted bail, he was released pending court.

Friday, July 5, 2013, a property owner of Everittstown Rd. reported , during the evening hours, someone or something broke out the rear window of their 2010 Honda wagon.

Friday, July 5, 2013, a borough resident of Maple Ave. reported 2 unknown males approached their residence, offering their services to pave or seal their driveway. Upon arrival of patrol, the individuals were gone on arrival. We urge all residents not to engage into any business transaction with individuals who approach your house; always call the police so we can determine if they are licensed or not.

Saturday, June 22, 2013, Ptl. Murphy was running radar on Everittstown Road when he observed a 1998 Ford, 2 door, traveling 60 mph in a 40 mph zone. Once he made contact with the driver, Michael Jackman, 47 year old male from Doylestown, PA, a DMV check showed Michael to have a Failure to Appear warrant out of Kingwood Twp. Municipal Court. Michael was arrested and released on bail. He also received a speeding ticket.

Saturday, June 22, 2013, Ptl. Krutsick responded to three businesses on a report of graffiti. The first location was at Bio-Serv on 8th Street, the second location was at Amaryllis Inc. on 6th Street, and the third location was at Rostek Innovations on 7th Street.
Saturday, June 22, 2013, Ptl. Murphy was running radar on Everittstown Road, when he observed a 2011 Black Jeep traveling at a high rate of speed of 55 mph in 40 mph zone. Upon making contact with the driver, Gustavo Espira, 41 year old male from Queens, New York, he learned that the driver was unlicensed. A DMV check showed three active warrants for Failure to Appear:
Lakewood Municipal Court for $500.00
North Bergen Municipal Court for $231.00
Weehawken Twp. Municipal Court for $150.00
Gustavo was arrested, the vehicle towed by Koches Towing, and charged with Speeding and Unlicensed Driver. He was released after posting bail. Pending Court.

The following incidents all occurred on Saturday, June 15, 2013:

 At 9:34 am, Ptl. Edward Krutsick was dispatched to the Delaware River Bridge for a reported overturned kayak, the river was searched by Milford and Stockton Rescue Squads with negative results.

 At 12:10 pm, Ptl. Edward Krutsick was dispatched to the Delaware River for a reported overturned canoe. A short time later, he was advised these subjects have been located south of Frenchtown.

 At 12:45 pm, Ptl. Edward Krutsick was dispatched to the Delaware River to try to locate a punctured raft with people in the water. These subjects were located in the Lambertville area.

At 7:30 pm, Ptl. Edward Krutsick was dispatched to the Delaware River for a reported jet ski, without operator, who is reported to be in the water. The jet ski was observed Ptl. Krutsick was later advised. Subject was able to make it to the Pennsylvania side of the river.

On Saturday, June 1, 2013, Ptl. David Voll stopped a 1997 Dodge pick-up for speeding on Kingwood Ave. at 10:00 am. Vehicle was operated by Jacob Monser-Brewer, 22 Year old male from Northampton, PA, who stated his drivers license is suspended. A further check via DMV, showed he was found to have 2 active warrants: (1)-Plainsboro Court NJ in the amount of $145.00; (2)-Readington Court NJ in the amount of $1000.00. Jacob was placed under arrest and the vehicle impounded. He was processed and released after posting bail. He was also charged with Driving While Suspended and Speeding.
On Saturday, June 1, 2013, Ptl. David Voll stopped a 1997 Chevy 4 Door on Harrison Street at 10:00 am, after observing the driver to be Justin Woske, 24 year old male from Frenchtown, NJ. Ptl. Voll had knowledge that Justin was suspended. A further check through DMV, Ptl. Voll learned of a warrant out of Pennington on Contempt, FTA. Justin was arrested, processed and released pending court. He was also charged with Driving While Suspended.
On Friday, May 17, 2013, Adam Ghory, a 32 year old male from Brooklyn Kings, New York, came to police headquarters after receiving a notice of a warrant for his arrest on a failure to appear on a motor vehicle violation. After being processed and posting bail, Adam was released. Patrolman David Voll handled the arrest.
On Tuesday, May 14, 2013, the Frenchtown IGA reported that a night shift stocking company, Load Busters from Philadelphia, PA, have been observed stealing items from their store via their security system. With the assistance of the IGA, the following subjects were arrested, May 15, 2013, leaving the IGA:
 Francisco Velez, 19 year old male, from Philadelphia, PA, charged with shoplifting and poss. under 50 grams of marijuana.
Anthony Bey, 28 year old male, from Philadelphia, PA, charged with poss. under 50 grams of marijuana.
Tierra Brown, 23 year old female, from Philadelphia, PA, charged with shoplifting.
Aliceson Ghant, 23 year old female, from Philadelphia, PA, charged with shoplifting and poss. under 50 grams of marijuana.
Bobbie Paladino, 37 year old female, from Philadelphia, PA, charged with shoplifting.
Derrick Miller, 25 year old male, from Philadelphia, PA, charged with shoplifting.
 All have been released, pending court.
On Thursday, May 2, 2013, patrol responded to the rear of 12 Bridge Street for a call of a combative, overdose individual and found 2 females arguing. Patrols informed that one female, identified as Amy Thibodeau (29 year old), was under the influence of drugs and alcohol. Amy was transported to Hunterdon Medical Center by patrolmen for evaluation. Amy was arrested by Patrolman Paul Murphy, who was assisted by Chief Allan Kurylka. She was charged with resisting arrest and possession under 50mg of marijuana.
The following day, May 3, 2013, Amy was arrested by Patrolman David Voll on a Motor Vehicle warrant from Elk Joint Municipal Court and released after posting $525.00 bail.

On Saturday, April 20, 2013, a vehicle traveling southbound on Trenton Ave., operated by Joseph Smith of Lambertville, NJ, struck a parked U.S. Postal Service truck with enough force, pushing the vehicle up onto the sidewalk. Mr. Smith alleged that something flew in his eye. Mr. Smith was issued a summons for careless driving. Accident was investigated by Ptl. Krutsick.

On Wednesday, April 17, 2013, a borough resident, Molly Sumner, reported an unknown individual had opened a Wells Fargo Bank account in her name and had issued some checks totalling $611.19. These checks were returned for insufficient funds. Investigation being conducted by Ptl. Murphy.

 On Tuesday, April 2, 2013 at 10:25 am on Bridge Street, Elvin A. Claros, a 36 year old male from Pipersville, Pa, was arrested. He was stopped for being on the cell phone while operating a motor vehicle. Elvin produced a fictitious Maryland Drivers License. He was arrested and released on his own recognizance after he was processed. Elvin was charged with Providing ficititious government documents; Use of cell phone; and Unlicensed driver. Elvin was arrested by Ptl. David Voll.

On March 30, 2013, Jason D. Scholle, 31 year old male from Levittown, Pa, was arrested by Ptl. David Voll. Jason was observed  on a cell phone while operating a motor vehicle on Trenton Ave. at 4:05 pm. Upon stopping this vehicle, Jason was found to have a Failure to Appear warrant out of Howell, NJ. Jason was arrested and posted bail of $195.00 and released.

On March 14, 2013, Lauren M. Quigley, 31 year old female from Englishtown, NJ was arrested. She was charged with issuing 6 worthless checks to the Frenchtown IGA, totaling $930.34. She was arrested in Monmouth County and transported to the Hunterdon County Jail by the Hunterdon County Sheriffs Office. She was arrested and processed by Patrolman Paul Murphy. Bail set by Judge Novak in the amount of $4000.00 with no 10%. Pending court.

On March 15, 2013, Patrolman Matthew Kelly was on patrol on Front Street ,when a vehicle backing out of a parking stall, operated by Stuart Lindauer of Oceanside, NY, struck the patrol vehicle. No injuries and no summones issued. New Jersey State Police investigated.

On March 16, 2013, police and fire were dispatched to 33 Sixth Street for a reported chimney fire. Fire was extinguished and no damage to the dwelling. Incident investigated by Patrolman David Voll.

On February 26, 2013, there was reported criminal mischief to construction equipment parked on state park property on Horseshoe Bend Road. Someone had drained the oil out of a woodchipper. This is being investigated by Patrolman David Voll.

On February 28, 2013, Jason Pursell, 37 year old male from Baptistown, NJ, was arrested . He was charged with Burglary and Theft of a garage on Kingwood Avenue. A chainsaw, worth $800.00 was recovered. Mr. Pursell was released after posting bail, pending court. Patrolman Paul Murphy made the arrest.

On February 28, 2013, Robert Brunner, 34 year old male from Frenchtown, NJ, was arrested. He was charged with issuing 2 worthless checks to the Frenchtown Market. He posted bail and was released pending court. Patrolman Paul Murphy made the arrest.

On March 1, 2013, Brittany Myers, 27 year old female from Upper Black Eddy, PA, was arrested. She was charged with Failure to Appear on a charge of issuing a worthless check charge on July 5, 2012. She posted bail and was released pending court. Patrolman Paul Murphy made the arrest.

Friday, February 22, 2013 – At 4:04 pm, police responded to a reported vehicle in a building at 4 Kingwood Avenue, Kathee’s General Store. The driver, Kathleen Beckett (61 year old female of New York), related that upon parking her vehicle, her foot slipped off the brake onto the gas pedal causing her vehicle to strike a metal bench, pushing it up against the building, destroying the bench but minor damage to the building. No summon’s have been issued. Incident investigated by Patrolman Matthew Kelly.

Tuesday, February 12, 2013 – The Frenchtown Fire Department was dispatched to TD Bank at 21 Bridge STreet for a reported burning odor, assisting was Quakertown & Delaware Valley Fire Departments. The cause of the odor was determined to be a blown ceiling lightbulb. Incident investigated by Ptl. Matthew Kelly.

Monday, February 11, 2013 – Ptl. Paul Murphy was dispatched to 63 Kingwood Ave. for a reported theft from a garage. Upon arrival, he was informed that 2 chainsaws worth $1750.00 are missing. Investigation to continue.

On Friday, February 8, 2013, Bobby Ryan, 33 year old male of Frenchtown, NJ was arrested. Bobby Ryan was arrested on an active warrant from the North Hunterdon Municipal Court for failure to make time payments. He was incarcerated in the Hunterdon County Jail. He was arrested by Ptl. Dave Voll.

On January 31, 2013, Patrolman Ed Krutsick was detailed to investigate a motor vehicle involving a tractor trailer hitting a tree while making a right turn onto Bridge Street. Vehicle was operated by Mark Yates, a 43 year old male from Ashenboro, North Carolina. He was issued a summons for careless driving.

UPDATE ON ASSAULT:  On Thursday, January 10, 2013, a report was filed by a 17 year old female that she was attacked and punched in the face. This investigation is closed as that the allegations were found to be false.

Incident: Assault

At around 8:30 pm, a 17 year old female was walking to her vehicle via a driveway from her place of employment, when she was punched in the face by an unknown male. The victim was transported to the hospital by her mother. The victim sustained a fractured nose. This incident is being investigated by Ptl. Matthew Kelly.

Emiliano D. Frete, 31 year old from Allentown, PA was stopped for speeding by Patrolman David Voll on Harrison Street. Contact with Mr. Frete revealed that he never had a driver’s license. Mr. Frete was issued a summons for Speeding, Unlicensed driver, and Operation of a motor vehicle as a non-resident. Subsequently, the vehicle being operated was impounded.
